I'm looking for a pannier that can be easily removed and carried as a over-the-shoulder bag or messenger bag when I lock up the bike. Does anyone have a strong recommendation?

On Amazon, the best candidate I've found is:

Citybikes has the Carradice Bike Bureau which is what I really wanted:

I've heard good things about the Arkel Bug which turns into a backpack

Neither one is very cheap.

Ortlieb's come with a shoulder strap. My sakaroos didn't but I use one from an old briefcase

Jandd makes a commuter pannier. Mine is about 15 years old and still going strong. Comes with a shoulder strap.

Clever Cycles has something like that. Not sure if it's precisely what you're looking for, but it's worth a look. It's more like a shoulder bag than a messenger bag.
